Driving Test Booking Changes in 2026: The Current DVSA Rules

The rules for booking and managing car driving tests changed in stages during 2026. The changes apply in England, Scotland and Wales and affect who can manage a booking, how many changes can be made and where a test can be moved.

The four booking rules learners need to know

• Only two changes: since 31 March 2026, a car driving test booking can normally be changed twice.
• The learner manages the booking: since 12 May 2026, only the learner taking the test can book, change, cancel or swap it.
• No booking-system scanners: learners must not use unofficial services that scan the DVSA booking system for available appointments.
• Nearby test centres: since 9 June 2026, a booking can normally be moved only to one of the three nearest centres or back to the centre originally booked for that current booking.

What counts as a change?

Changing the date or time, changing the test centre, or swapping an appointment with another learner who already has a test booked counts as a change. Changing more than one detail at the same time still counts as one change.

Updating contact details, adding or removing an instructor reference number, or a change made by DVSA does not normally count towards the learner's limit. GOV.UK explains the exceptions and what happens when DVSA changes a test.

Who is allowed to manage the booking?

The learner must book and manage their own car driving test. An instructor, family member or support worker may help while the learner is present, but the learner must complete as much of the process as they can and remain responsible for the booking.

How the DTC Test Swap service fits the rules

DTC Test Swap helps two learners who already hold practical car-test appointments find a possible match. It does not scan the DVSA booking system, book tests or change appointments on a learner's behalf.

Each learner decides whether to proceed and must make their own official change through GOV.UK. A completed swap counts as one of the learner's two permitted booking changes.

Before changing your test

1. Check that you are ready with your driving instructor.
2. Confirm how many booking changes you have left.
3. Check whether the new centre is permitted under the nearest-centre rule.
4. Use only the official GOV.UK booking service to complete the change.
5. Keep the confirmation sent by DVSA.
