Unofficial Driving Test Services: What the 2026 DVSA Rules Mean
Learners must not use unofficial services that scan the DVSA booking system. Learn what is prohibited, what remains permitted and how DTC Test Swap works within the current rules.

Since 12 May 2026, learners have not been allowed to use unofficial services that scan the DVSA car driving test booking system for appointments. This includes cancellation-finder websites and apps that repeatedly search the booking service.
This is more precise than saying every third-party driving test service has been closed. The rule concerns who may manage a booking and the use of services that scan DVSA's system. Read the official GOV.UK guidance for the current wording.
What learners must not do
- Use an unofficial service that scans the DVSA booking system for appointments.
- Allow a third party to book, change, cancel or swap a car driving test on their behalf.
- Share booking details with a service that will manage the appointment for them.
DVSA says it monitors the booking service. Access may be suspended or a booking may be cancelled if it is managed in a way that breaches the terms and conditions.
What help is still permitted?
A family member, instructor or support worker can help a learner while the learner is present. The learner must remain responsible for the booking and complete as much of the process as they can.
Is a learner-to-learner test swap allowed?
Yes. GOV.UK expressly identifies swapping an appointment with another learner who already has a test booked as a type of permitted change. Only the learner is allowed to complete the change, and the swap counts as one of the two changes normally available for the booking.
How DTC Test Swap works
DTC Test Swap is a matching service. It helps learners who already hold appointments identify a possible learner-to-learner swap. The service does not scan DVSA availability, hold test inventory or complete an official booking change.
- Two learners with existing appointments find a suitable match.
- Both learners review the proposed exchange and decide whether to proceed.
- Both learners take part in the official DVSA phone process.
- Both learners check their new appointment details in the official service after the call. DVSA does not send a separate swap confirmation email.
Use the official service for every booking change
Book and manage a car driving test through GOV.UK. Do not give another service permission to enter the DVSA booking system or manage the appointment for you.
